The Common Agricultural Policy was launched in 1962. To adapt and prepare the sector for the challenges and requirements of the XXI century, the European Commission presented an important reform in 2013, aiming at “making the CAP a more effective policy for a more competitive and sustainable agriculture and vibrant rural areas”. It is in this context that Ecorys was awarded with DG AGRI´s contract to monitor the implementation of the CAP reform in Member States. To do so, Ecorys built a typology of Members States that will serve as the basis to develop sound and ad-hoc methodology and tools for evaluation. The questions to evaluate covered the relevance, coherence, effectiveness and efficiency of the CAP implementation regarding viable food production, sustainable management of natural resources, balanced territorial development, administration and management and the contributions to the EU Strategy 2020.
